Prostitution sting nets six
Naperville police recently arrested six people during a prostitution sting on the city’s north side.
The four women and two men were taken into custody April 26 in the 1100 block of Iroquois Avenue, according to police records.
Christine Sue Obarr, 46, of the 400 block of Sunnybrook Lane, Wheaton; Doris Marie Keller, 35, of the 1800 block of Mechanic Avenue, St. Paul, Minn.; Nicole Andrea James, 19, of the 1000 block of Kane Street, South Elgin; and Rachel Ann Graber, 26, of the 900 block of Central Avenue, St. Paul, Minn. each were charged with prostitution.
Chucky Leroy Laster, 30, of the 3500 block of 16th Street, Rockford, was charged with pandering and driving on a suspended/revoked license. Thomas W. Evans, 22, of the 1000 block of Simms Avenue, St. Paul, Minn. was charged with pandering and possession of cannabis.

Evanston officials are considering tighter restrictions on massage parlors after two cases in which police made prostitution arrests at such facilities in just over a year.
Community and Economic Development Director Streve Griffin says those incidents led officials to consider changing the zoning regulations.
The recent prostitution cases involved two women arrested in April 2011 at the now-shuttered Carnation Spa at 1239 Chicago Ave. and the arrest of a woman earlier this month at Pretty Girl Massage at 1905 Howard St.
The proposed new rules, up for discussion at a meeting tonight of the Zoning Committee of the Plan Commission, would make massage parlors a special use in the business districts where they’re now permitted by right.

City officials say it should provide a way for officials to identify in advance shady operators who might use a massage parlor as a front for prostitution and deny them the permits required to open.

Four women and two men have been charged with prostitution related charges following their arrest early Thursday morning, authorities said.
Misdemeanor charges of prostitution were filed against Nicole A. James, 19, of South Elgin and Christine S. Obarr, 46, of Wheaton, along with Rachel A. Graber, 26, and Doris M. Keller, 35, both of St. Paul, Minn., said Sgt. Gregg Bell of the Naperville Police Department.
Bell added that Chucky L. Laster, 30, of Rockford, was charged with pandering and driving with a revoked or suspended license, while Thomas W. Evans, 22, of St. Paul, was charged with pandering and possession of less than 2.5 grams of marijuana.

He said members of the Naperville Police Special Operations Group have been monitoring Internet websites for suspected prostitutes, then arranged meetings with the suspects.
He said the arrests were made by officers who made contact with the prostitutes, then set up meetings with them.
